About LCRA

The Limited Community Redevelopment Authority (LCRA) was formed in May of 2018, with the single purpose of facilitating the redevelopment of a limited Redevelopment Area (the yellow area on the map) located in downtown Papillion through one or more redevelopment projects; with the collective of all the redevelopment projects being known as the “Pilot Project”.

The LCRA consists of 7 members appointed by the Mayor, with 4 being current Councilmembers and 3 being non-Councilmembers (that must either live within City limits or within City’s extraterritorial jurisdiction (ETJ)). The terms of office continue until the completion of the Pilot Project, or until a member vacates his or her position.

The LCRA operates under the provisions of the Nebraska Community Development Law, as amended, §§18-2101 – 18-2144.

Meetings

The LCRA meets on an “as needed” basis. The LCRA meets in the third floor conference room in City Hall (122 East Third Street) adjacent to the Council Chambers, unless otherwise posted. The meetings are open to the public and are published in advance with reasonable notice.
